The Secretary of Defense must create incentives for contractors that run qualified training programs to build a workforce the Department of Defense needs. The Secretary must also change the Department of Defense Supplement to the Federal Acquisition Regulation so the government’s system for tracking contractor past performance includes an evaluation of an offeror’s training program availability, quality, and effectiveness. A "qualified training program" includes programs eligible under the Workforce Innovation and Opportunity Act (29 U.S.C. 3101 et seq.), programs eligible under the Carl D. Perkins Career and Technical Education Act of 2006 (20 U.S.C. 2301 et seq.), programs registered under the National Apprenticeship Act of August 16, 1937 (50 Stat. 664; chapter 663; 29 U.S.C. 50 et seq.), and any other program the Secretary finds meets DoD workforce needs.
