Within 10 days after the President sends the budget to Congress, the Under Secretary of Defense for Acquisition and Sustainment must send a report to the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the congressional defense committees. The report must list unfunded priorities that address gaps or weaknesses in the national technology and industrial base. For each item it must give a short description and the goals, the extra money needed, and account identifiers (like LIN, PE, or SAG) when relevant. The items must be shown in order of urgency. Unfunded priority — a program, activity, or mission need not in the President’s budget that is needed to fix a gap or weakness and would have been recommended if more money had been available or if it had appeared before the budget was made.
