The Secretary of Defense must make rules that require the national technology and industrial base to be considered, following the strategy in section 4811, when making and carrying out acquisition plans for every major defense acquisition program. The Secretary must also write and issue acquisition policy and guidance for service acquisition executives, the heads of the appropriate Defense Agencies and DoD Field Activities, and program managers. That guidance must cover using the research, development, manufacturing, and production capabilities named in chapters 381 through 385 and chapter 389, and the technologies, companies, labs, and factories used in Department of Defense research, international cooperative research, procurement, and sustainment activities.
