When the nation is at war or war is about to start, the President, acting through a department head, can order any person or factory to make products they normally make or could make. Those orders must be obeyed and put ahead of other non-war work. If an owner refuses to obey, to make the required items or amounts, or to accept a reasonable price set by the department head, the President may seize a plant able or quickly converted to make weapons, ammunition, parts, or other needed military supplies. People ordered must get fair payment. Owners of seized plants must get fair rental. Failing to comply can lead to imprisonment for not more than three years and fines under title 18.
