The Secretary of Defense can keep lists of privately owned U.S. plants (including those in U.S. territories) that either already make arms, ammunition, or parts, or that can be quickly turned into ammunition factories if war starts or is likely. The Secretary may get full details about each plant’s products, equipment, and capacity, and may make plans to convert the plants on the second list into ammunition or parts factories.
