At least 90 days before cutting back or combining U.S. aircraft in Europe that can do both regular and nuclear missions, the Secretary of Defense must tell the congressional defense committees. The notice must give the reasons; say how U.S. extended deterrence is affected; explain how NATO’s military needs will still be met; report NATO’s reaction; and say whether Russia’s force posture changes, including any Russian nonstrategic nuclear weapons within range of NATO. Dual-capable aircraft: aircraft that can perform both conventional and nuclear missions.
