The Director of the Missile Defense Agency must submit a report within 10 days after the President’s budget for the year is sent to Congress under section 1105 of title 31. The report goes to the Secretary of Defense, the Chairman of the Joint Chiefs of Staff, and the congressional defense committees. For each unfunded priority, the report must give a short description and the goals if funded, the extra dollar amount needed, and the budget account details (LIN for procurement, PE number for research/development/test and evaluation, or SAG for operations and maintenance). The items must be listed in order of urgency. An “unfunded priority” is a program, activity, or mission need that (1) is not in the President’s submitted budget under section 1105 of title 31, (2) is needed to meet an operational or contingency plan of a combatant command or another validated requirement, and (3) would have been recommended for funding by the Director if more budget money had been available.
