The Director of the Missile Defense Agency must lead the Defense Department’s effort to build the United States’ ability to counter hypersonic boost-glide weapons and conventional prompt-strike weapons that could threaten the United States, its allies, or U.S. forces. The Director must create end-to-end plans—from detecting threats to stopping them—using systems from the military departments and Defense Agencies. The plans must include both kinetic (physical) and nonkinetic (nonphysical) options. By September 30, 2017, the Director must establish an official program to develop that capability.
