Money for the Department of Defense for any fiscal year cannot be used to give Russia or China certain missile-defense stuff. That includes hit-to-kill technology and telemetry for interceptors or targets, information about interceptor or target velocity at burnout, classified or controlled missile-defense information, or to connect their missile-defense system with a U.S. system. An exception allows giving Russia or China information about ballistic missile early warning.
