The President or the service Secretary can remove a warrant officer’s name from a promotion list. The Secretary in charge may do this at any time before the promotion becomes effective. Even if removed, the officer can still be considered for promotion later. If the next board picks the officer and they are promoted, the Secretary may give them the same pay start date, date of rank, and spot on the active-duty warrant officer list they would have had before removal. If the next board does not pick them, or their name is removed again, they are treated as having failed promotion twice.
