Sets how warrant officers are grouped for promotion and which active-duty list counts. Promotion zone covers officers on the same grade (or same grade and competitive category) who, for grades below chief warrant officer, W–5, have not been rejected for promotion or removed from a recommended promotion list (except if they were added to that list after being selected from below the promotion zone), and who are senior to the warrant officer the Secretary names as the junior member of the promotion zone. Warrant officers above the promotion zone are those in the same grade who can be considered for promotion and who are senior to the senior member of the promotion zone. Warrant officers below the promotion zone are those in the same grade who can be considered for promotion and who are junior to the junior member of the promotion zone. The active-duty list also includes the active-duty promotion list under section 41a of title 14.
