The Administrator must make sure over-the-road shipments of any nuclear weapon planned to be in the active stockpile after 2025 use surety technologies from the Integrated Surety Architecture program. Working with the Chairman of the Nuclear Weapons Council, the Administrator must also make sure warhead development, life extension, and major alteration programs include designs that work with that program. If the Administrator decides, case by case, not to include some or all of those technologies or designs, they must tell the congressional defense committees and send a written system risk analysis that covers security risk reduction, operational impacts, and technical risk. These requirements end on December 31, 2029.
