Requires reports and briefings to Congress at key points in the W93 weapon program. After the phase 1 concept study, the Nuclear Weapons Council must send a report that explains likely military traits, how the weapon would be used from stockpile to target, early needs for the nuclear security enterprise (workforce changes, added design/production capabilities, or facility upgrades/new construction), and preliminary schedule and any safety or surety issues that could raise design complexity or cost uncertainty, including dates for first production unit, initial operational capability, and full operational capability. Within 15 days after phase 2 approval, the Administrator must brief Congress on a plan for independent peer review or an expert board for nonnuclear parts, subsystem design, and engineering. That review must use federal, industry, and university expertise and support the whole development life cycle. Within 15 days after phase 3 approval, the Administrator must brief Congress and certify that phases 1–5 will use at least the same best practices and provide the same program visibility as the phase 6.X life‑extension process, and that the design fits estimated schedule and cost goals. The Commander of U.S. Strategic Command must report or brief Congress on SSBN weapon quantity and type needs for the 15 years after the report, including planned life extensions, retirements, or changes. These reporting rules can be waived during a war declared by Congress after January 1, 2021. The term "joint nuclear weapons life cycle" is defined in section 6131.
