The Secretary concerned must give written notice at least 30 days before a promotion selection board meets. The notice can go to each officer who is eligible or be a general notice to the whole service. It must say when the board will meet and give the name and date of rank of the most junior and most senior officers in the promotion zone as of the notice date. An eligible officer may send a written statement to the board about their case. It must arrive no later than 10 calendar days before the board meets. The board must consider any timely statement.
