The Secretary of Energy must speed up cleanup and disposal work at a DOE defense nuclear site when doing so will help upgrade or replace National Nuclear Security Administration facilities that support the nuclear weapons stockpile, save the federal government significant long-term money, or greatly speed up returning land for local reuse — as long as national security is not harmed. When deciding, the Secretary must consider how much faster cleanup helps NNSA modernization, the government cost savings, the site's reuse potential, any health and safety risks, and how close the site is to populated areas. This does not change or override other laws or rules for defense cleanup, including standards that protect public health and the environment.
