At least 120 days before a Department of Energy defense nuclear facility stops all production and processing, the Secretary of Energy must send the Senate and House Armed Services Committees a report on the training and job-placement help workers will need to move into the facility’s defense environmental cleanup work, and on what the contractor should do to retrain and place employees. When production permanently stops, the Secretary must report to Congress with a complete survey of environmental problems, budget-quality cost data for the cleanup, and the proposed cleanup schedule.
