Before a promotion selection board meets, the Secretary of the military department must, under rules from the Secretary of Defense, figure out three things: how many jobs at that grade are needed for the mission; how many officers will be needed to fill openings while promotions take place; and how many officers are authorized to serve on active duty in that grade and competitive category. Using those numbers, the Secretary sets the maximum number the board may recommend for promotion.
