The Administrator must send the Secretary, by September 30 of every even-numbered year, a report on the security of atomic energy defense sites that hold Category I and II amounts of special nuclear material and that the Administration runs. The Administrator must also give a written statement saying the sites are secure and meet the Administration’s and Department of Energy’s security rules. If the Administrator cannot give that statement for a site, they must include a corrective action plan saying what is wrong, how it will be fixed, and when the fixes will happen. By December 1 of every even-numbered year, the Secretary must send Congress’s defense committees the unchanged report, statements, and any corrective plans, plus any comments the Secretary has. By December 1 of every even-numbered year, the Secretary must also send the defense committees a similar report and written statement about security for atomic energy defense sites holding Category I and II special nuclear material that the Administration does not run. If the Secretary cannot certify a site is secure, the Secretary must include a corrective action plan showing the problem, the steps to fix it, and the timeline.
