Before a promotion board meets to consider officers for ranks above first lieutenant (or lieutenant, junior grade), the Secretary of the military department must set a promotion zone for officers in each rank and competitive category. The Secretary must pick how many eligible officers go into each promotion zone. That choice must be based on five-year estimates of: how many will be needed in the next higher rank; how many will be serving in that higher rank; if section 523 applies, how many are authorized to be on active duty on the last day of each of the next five fiscal years; and how many should be placed in the zone each year to give similar promotion chances.
