The Secretary of Energy and the Archivist must create a supplement to the government’s declassification plan. They must talk with members of the National Security Council and consult the Secretary of Defense and other appropriate federal agency heads. The supplement must apply the main plan, including the specific required element, to all records covered by Executive Order No. 12958 that were found suitable for declassification before October 17, 1998. Those records must be handled the same way as other records under the main plan. The Secretary of Energy must send the supplement to the same recipients who received the main plan.
