The Secretary of Energy must make sure people who watch over nuclear safety at defense nuclear sites and enforce safety rules are kept separate from the people who run or advise the managers of those sites. The Department’s internal oversight must check the safety of the facilities, judge how well program offices handle environment, safety, health, and security, give the Secretary reports with verified technical facts and clear analysis of whether programs meet their safety goals, and create clear standards for those checks. The Department must also have a way to raise safety problems to officials who can fix them quickly and must assign enough qualified staff to do this work.
