Require the Administrator and the Secretary of Energy to make sure how they check, approve, and watch nuclear safety at certain facilities follows national and international standards and the best practices of the nuclear industry. They must use probabilistic or quantitative risk assessments when there is enough data to do them. Those risk studies must support, not replace, the duty under section 182 of the Atomic Energy Act of 1954 (42 U.S.C. 2232) that using or producing special nuclear material meet defense and security needs and protect public health and safety. It applies to the Administrator for national security labs and nuclear weapons production sites, and to the Secretary of Energy for defense nuclear facilities run by the Office of Environmental Management.
