Title 10 › Subtitle Subtitle A— General Military Law › Part VI— ELEMENTS OF DEPARTMENT OF DEFENSE AND OTHER MATTERS › Subpart B— Atomic Energy Defense › Chapter 607— BUDGET AND FINANCIAL MANAGEMENT MATTERS › Subchapter I— RECURRING NATIONAL SECURITY AUTHORIZATION PROVISIONS › § 6285
The Secretary of Energy must make sure an independent life-cycle cost estimate is done under DOE Order 413.3B (or its replacement) before a capital asset reaches critical decision 2. This rule applies to atomic energy defense projects that will cost more than $100,000,000 and that are built for a limited life and a single mission. "Independent" means a different organization, not the project sponsor, prepares the estimate. That group uses the same detailed technical and procurement facts as the sponsor to check if the sponsor's cost numbers are accurate and reasonable.
