Require an independent group to review big defense-related capital projects as they approach approval at critical decision 0, critical decision 1, and critical decision 2. If a project has not yet reached critical decision 1, the review must use best practices to check the analysis of alternatives and point out any problems for the appropriate head to fix. The reviewers must be independent and have the right expertise for the project and its stage. Definitions: acquisition process — the project rules in Department of Energy Order 413.3B (or its successor). appropriate head — the Administrator for the Administration, or the Assistant Secretary for Environmental Management. capital assets acquisition project — a project over $500,000,000 covered by that DOE order for atomic energy defense activities.
