The Administrator can allow a covered nuclear weapons facility manager to run research and demonstration work to keep and improve the site's engineering and manufacturing abilities. Each fiscal year, no more than 2 percent of the money the Department of Energy gives that facility for national security programs may be used for these activities. Covered nuclear weapons facilities are the Kansas City Plant (Kansas City, Missouri), the Y–12 Plant (Oak Ridge, Tennessee), the Pantex Plant (Amarillo, Texas), the Savannah River Plant (South Carolina), and the Nevada Test Site.
