The Secretary of Energy may create a program to allow energy parks on former defense nuclear facilities. These parks are meant to host many kinds of energy and advanced manufacturing projects, run pilot and demo programs, and serve as national examples to boost energy security, jobs, and independence while encouraging public‑private teamwork. Before creating a park, the Secretary must talk with the local government where the land is, nearby local governments, and any community reuse organization the Secretary recognizes for that site. Within 120 days after January 7, 2011, the Secretary must send a report with recommendations to the Senate and House Armed Services Committees. "Defense nuclear facility" means what section 318 of the Atomic Energy Act of 1954 (42 U.S.C. 2286g) says.
