Sets rules for sorting officers into three promotion groups. Promotion zone: the main group of officers in the same rank and career category who are eligible for the next higher rank and who have not been rejected or removed from promotion lists under the rules that differ for ranks below colonel (or Navy captain) and for colonel/brigadier general or captain/rear admiral (lower half). Officers above the promotion zone: officers in the same rank and career category who are eligible for promotion and who are senior to the top officer in the promotion zone. Officers below the promotion zone: officers in the same rank and career category who are eligible for promotion and who are junior to the bottom officer in the promotion zone.
