A military department Secretary can set up one or more competitive officer categories. Officers in those categories will have their promotions, retirements, and continued active-duty service handled under these rules. The Secretary cannot create a category until 60 days after sending a report to the Committees on Armed Services of the Senate and the House of Representatives. The report must explain officer requirements; promotion chances and timing by grade; estimated promotion-zone sizes by grade; and any other factors the Secretary considered.
