Members of the armed forces may not be sent to active duty on land outside the United States and its territories and possessions until they finish the basic training their service requires. In war or during a national emergency declared by Congress or the President, that basic training must be at least 12 weeks unless the Secretary allows a shorter period for licensed medical professionals serving in health-care jobs. The Secretary of Defense and the Secretary of Homeland Security (for the Coast Guard when it is not part of the Navy) must write the rules for this, and the Secretary of Defense’s rules apply across the military departments. Those shorter periods may be used even if they conflict with section 4(a) of the Military Selective Service Act (50 U.S.C. 3803(a)).
