The Secretary of the Army must divide the Army into commands, forces, and organizations unless a law or the Secretary of Defense says otherwise. The Secretary can also split the United States, its territories, and other places where the Army operates into areas and assign officers to run activities, bases, and personnel in those areas, giving them the duties and powers needed to carry out Army or other law-approved work. The President may take part of the Army Corps of Engineers and form it into tactical units, and decide how those units are organized.
