A service secretary can give a member emergency leave for a qualifying emergency. It's allowed once and only to prevent the member from going into unearned or excess leave, and it cannot last more than 14 days. A qualifying emergency is an immediate family medical issue or another hardship the secretary approves, and it must be confirmed by a reliable, objective source besides the member. Rules must be similar across the services and approved by the Secretary of Defense. Unearned leave — leave used beyond what was earned. Excess leave — unearned leave that cannot be earned back before separation.
