A military service secretary may pay back a member for travel and related costs (only if those costs are not already paid by law) when approved leave is canceled because the member must take part in a contingency operation and the cancellation happens within 48 hours of when the leave would start. The Secretary of Defense and, for the Coast Guard when it is not operating as part of the Navy, the Secretary of Homeland Security must write rules for how this works. Once an application for reimbursement is settled, that decision is final.
