The President can send members of the Army, Navy, Air Force, Marine Corps, and Space Force to help another country with military matters if that country asks and he thinks it is in the public interest. That authority covers republics in North, Central, and South America, Cuba, Haiti, and Santo Domingo, and in a war or a declared national emergency it can apply to other countries he finds advisable for national defense. With the Secretary of the relevant military department’s prior approval, a sent member may accept a position from the foreign country. While assigned, the member gets credit for that service as if serving in the U.S. armed forces. The President can arrange reimbursement or other sharing of the cost with the country receiving the help.
