When the Secretary of Commerce asks, the Secretary of a military department can send service members to serve at the National Oceanic and Atmospheric Administration, and the Department of Commerce must pay back the military for those people. While assigned there, a service member can do the job and use its title without losing their military status, but they do not get the civilian pay for that NOAA position.
