The Army must keep at least 90 percent of the officer and enlisted slots filled in the Ranger Training Brigade or whatever unit runs Ranger student training. "Required manning spaces" means the number of personnel slots listed in Army authorization papers as needed for the unit to do its mission. The Army must also have a "safety cell" for each of the three main phases of the Ranger Course in each training area. These teams must know the local terrain, weather, water, and climate year-round and be large enough to advise the officer in charge and help make daily go/no-go training decisions.
