The Secretary of the Army must make rules to give fellowships in Army military history. The awards go to U.S. citizens or nationals who are graduate students in U.S. military history, have finished all doctoral requirements except the dissertation, and agree to write a dissertation on a military history topic the Secretary chooses. The rules must say the award criteria, how recipients are picked, how each fellowship amount is set, and the total money that can be awarded in an academic year.
