The Secretary of the Army can let the Academy’s Superintendent accept research grants. Grants may only be taken if an Academy professor or instructor will do the work and the project is for science, literature, or education. A qualifying grant must be won in competition and come from a group like a corporation, fund, foundation, school, or similar organization that is mainly focused on science, literature, or education. The Secretary must set up an account to hold and manage the grant money, and the Superintendent must spend it under the rules and the grant’s terms. Appropriated funds may pay costs of applying for grants if allowed by appropriations laws. The Secretary must write rules to run this program.
