The Secretary of the Army may run and support the schools and camps set up under the related law. He can set when they operate, make the rules, choose the courses, assign Regular Army members to camp duties, and use needed supplies and transportation. The Secretary can supply uniforms, food, and medical care for people at the camps. He may also pay Army funds for things like water, fuel, light, temporary buildings (not barracks or officers’ housing), screening, damage from field exercises, costs for classroom-style winter training, and other camp upkeep.
