Lets the Secretary of the Army allow the Commandant of the Army War College to accept competitive research grants when a professor or instructor at the College will do the work for a scientific, literary, or educational purpose. Grants must come from organizations that are mainly for those purposes. The Secretary must set up an account to hold and manage the grant money and must make rules for using it. Army funds can pay costs to apply for or pursue these grants, but only within limits set by Congress.
