Encourages commercial companies, as much as possible, to use Army-owned, contractor-run ammunition facilities for making, storing, fixing, renovating, and disposing of munitions. It pushes these facilities to support projects that boost private-sector competition, raise U.S. manufacturing, create jobs, and help U.S. businesses sell more around the world. Also calls for incentives that help manufacturers and small businesses (including socially and economically disadvantaged and new small businesses) use these eligible facilities more efficiently and cheaply for commercial work. It aims to make the U.S. armaments industry more efficient and ready for future threats, and to use facility-use contracts where practical.
