The Secretary can run a program called the Armament Retooling and Manufacturing Support Initiative (ARMS). The program’s goals are to get private companies and small businesses to use qualifying military facilities, keep a skilled U.S. industrial workforce for national security needs, try new business practices that help Defense buying, make those facilities more market‑responsive, cut government ownership costs (like operations, maintenance, and cleanup), lower Defense product costs, attract private investment through long‑term contracts and leases for things like plant upgrades and environmental cleanup, encourage cooperation with state and local partners, and avoid costs of disposing of excess property. The Secretary may make any eligible facility available for ARMS uses. Section 1302 of title 40 does not apply to ARMS uses. ARMS funds can pay for administrative support and management. A full annual accounting of those expenses for each fiscal year must be sent to the Senate and House Committees on Armed Services and on Appropriations by March 30 following that fiscal year.
