Under rules in section 121 of title 40, the Secretary of the Army may allow a branch, office, or officer he names to sell surplus obsolete small arms, ammunition, and their equipment to patriotic organizations for military use. He may also sell surplus brass or bronze cannons, carriages, and cannon balls for public parks, public buildings, and soldiers’ monuments, without advertisement and at prices the Secretary finds reasonable.
