The Secretary of the Army can run a program to sell recyclable materials recovered from demilitarized conventional munitions and does not have to follow section 2577 or chapter 5 of title 40. Sales must be done competitively and follow federal procurement laws and rules. Money from those sales goes into a special Army ammunition demilitarization account funded from ammunition procurement funds. The money can only be used for reclaiming, recycling, and reusing conventional munitions, including research, development, and buying equipment. Funds can be obligated in the fiscal year they are credited and in the three fiscal years after that. The Secretary must write rules for the program that follow the Solid Waste Disposal Act and its implementing regulations (42 U.S.C. 6901 et seq.).
