Summary

The Secretary of the Army must run and support an official Army museum system inside the U.S. Army Center of Military History. That system must include the National Museum of the United States Army and can include other museums that honor installations, units, or branches if the Secretary picks them and they meet set rules. The Secretary must create rules for choosing museums that cover three things: importance to Army history or technology or people, public access and education, and fitting the Army’s goal of preserving its heritage. The Secretary must also set rules for closing museums. A museum cannot be closed until the Secretary sends the House and Senate Armed Services Committees a notice that explains what will happen to the museum’s collections, how staff matters will be handled, any efforts to keep the museum going through public‑private partnerships, and the cost to move, combine, and preserve the collections. The Secretary must wait 90 days after those committees get the notice. The Secretary may make partnerships, including with nonprofits, to help fund and promote the museums, as allowed by law.

(a)The Secretary of the Army shall support a system of official Army museums within the United States Army Center of Military History. Such system shall include the National Museum of the United States Army and may contain other museums honoring individual installations, units, and branches, as designated by the Secretary of the Army, that meet criteria established under subsection (b).
(b)The Secretary of the Army shall establish criteria for designating museums of subsection (a) for inclusion in the Army museum system. Such criteria shall include—
(1)historical significance to Army operations, technology, or personnel;
(2)public accessibility and educational outreach programs; and
(3)alignment with the mission of the Army to preserve its heritage.
(c)The Secretary of the Army shall establish criteria for closing museums within the Army museum system. No museum within such system may be closed until—
(1)the Secretary of the Army submits to the Committees on Armed Services of the House of Representatives and the Senate notice that includes—
(A)a plan for the preservation, storage, or alternate display of historical collections contained in the museum;
(B)how any issues relating to museum personnel will be resolved;
(C)an identification of any efforts to maintain museum operations through public-private partnerships; and
(D)an analysis of the cost to transport, consolidate, and preserve the historical collections contained in the museum; and
(2)a period of 90 days has elapsed after the date on which such notice is received by such committees.
(d)Consistent with applicable law, the Secretary may enter into partnerships, including with nonprofit organizations, to enhance the financial sustainability and public engagement of the museums in the Army museum system.
