Creates a Headquarters, Marine Corps inside the Department of the Navy to help the Secretary of the Navy carry out responsibilities. The Headquarters is made up of six groups: the Commandant; the Assistant Commandant; the Deputy Commandants; the Staff Judge Advocate to the Commandant; other Navy and Marine Corps members assigned there; and civilian Department of the Navy employees assigned there. Unless another law says differently, the Secretary of the Navy decides how the Headquarters is organized and what duties and titles its members have.
