The Marine Corps must be part of the Navy and include at least three combat divisions and three air wings, plus other ground, air, and support units it needs. It must train and equip forces to work with the fleet, using ground and air forces to take or defend forward naval bases, carry out land missions for naval campaigns, put Marines on ships, guard naval bases, and do other tasks the President orders, so long as those tasks do not interfere with its main mission. The Marine Corps must work with the Army and Air Force to develop landing tactics, techniques, and equipment. It is also responsible, under joint mobilization plans, for growing its peacetime forces to meet wartime needs.
