The President must create rules for investigating and deciding charges, complaints, or other information about whether a military appellate judge, military judge, or military magistrate is fit to do their job. Those rules should, as much as possible, be the same for all the armed forces. The President must send a copy of those rules to the Senate Committee on Armed Services and the House Committee on Armed Services.
