Creates the Navy Chaplain Corps as a staff corps and requires it be organized under rules the Secretary of the Navy makes. The Chief of Chaplains is appointed by the President with Senate approval. The Chief must be an active-duty Chaplain Corps officer in the grade of commander or higher and must have at least eight years of active duty in the Corps. The Chief serves a four-year term, but the President can end or extend it at any time. The Chief carries out duties set by the Secretary and by law, and for hiring, assigning, and supporting chaplains reports to and is supported by the Chief of Naval Personnel. While serving, the Chief holds the rank of rear admiral (upper half).
