The Secretary of the Navy must hold a neutral review by experts for every death known or suspected to result from domestic violence or child abuse when the victim is an active‑duty naval member, a current or former dependent of an active‑duty naval member, or a current or former intimate partner who shared a child or home with an active‑duty naval member. Each review must produce a report with a short summary and detailed case information (victim and assailant details, injuries and autopsy results, method or weapon used, police records, and household/family data), the legal outcome, any Defense Department responses or failures, key findings, and recommendations for changes in Navy and Defense policies. The Secretary of Defense must set one uniform set of rules for how all military departments do these reviews.
