The Secretary of the Navy can allow the Academy’s Superintendent to accept competitive research grants for scientific, literary, or educational projects. Grants can only be accepted if an Academy professor or instructor will do the work, and only from organizations (such as a corporation, foundation, or school) that are organized and run mainly for those purposes. The Secretary must set up an account for the grant money, and the Superintendent must use the funds according to the grant terms and applicable rules. Academy appropriations may pay costs of applying for or pursuing grants if allowed by appropriation laws. The Secretary must write rules to manage all of this.
